The California Department of Corrections & Rehabilitation DeWitt Nelson Correctional Annex (DNCA) renovated and expanded the former DeWitt Nelson Youth Correctional Facility for use as an adult mental healthcare institution. The DNCA Project is the third major contract at the CDCR’s facility in southeast Stockton. The DNCA Project will convert the existing youth correctional facility into a state of the art Level II Adult Male Housing Facility, consisting of three new 270 celled housing units and four renovated dorm housing units, for a total capacity of 1,133 beds. The project will achieve a LEED Silver certification. The DNCA Project was delivered under a design-build contract in order to meet the Project’s aggressive schedule which required that the Project be designed and constructed within 18 months from issuance of Notice to Proceed.
The prime contractor for the $188 million DNCA Project was Hensel Phelps Construction Co. The multi-disciplined design team was led by HOK Architects. The scope of the DNCA Project included all on-site and off-site infrastructure including grading, drainage, sanitary sewer, domestic water, fire water, access roads, parking, traffic circulation, perimeter security fence, and support structures located outside the perimeter security fence. The support structures included eleven 45-foot high guard towers, a site entrance gatehouse and armory, a telecommunications and lock shop building, a central utility plant, a materials storage warehouse and other non-secure buildings.
Kjeldsen, Sinnock & Neudeck, Inc. (KSN), provided the civil engineering and surveying services for all the on-site and off-site infrastructure improvements for the DNCA Project, including grading, drainage, sanitary sewer, domestic water, fire water, access roads, parking, traffic circulation and concrete hardscape.
KSN worked closely with HOK Architects and the CDCR Project team during the design phase of the Project to coordinate the scope and schedule of the civil site improvements, and to obtain the approval of the plans and specifications from local and State agencies. The total construction cost of the civil site improvements was approximately $8,000,000. The total cost of the CHCF Project was approximately $900 million.
